GIS Tech Lead (Landbase Conflation)

Manager Notes:
This is for a Landbase Conflation project – will be handling/monitoring end to end processes between utilities and vendors (for conversion to conflations). Will need a Senior GIS Analyst background and someone who knows ETL processes, Quality Frameworks (TQM, LSS, ISO 800), Data Analysis (how to detect anomalies, inconsistencies, errors), Data Cleansing tools for quality checks, and Project Management (for planning and some tool use). Must have the ability to co-lead the creation of a "Quality Playbook” for this conflation project – meaning the detailed procedures/steps needed to achieve the results desired for this project. Will involve both Electric Distribution and Transmission groups, but no engineering knowledge is required.

Overview:
• Will oversee the automated landbase conflation project called "County Conflation" from end-to-end from export to data append.
• Will oversee the development, setup, and execution of these processes and a "quality playbook."
• Will be an extension of the client's team and keep vendors in check with client's best interests in mind at all times.
• Will work closely with the GIC COE who will be hands-on keyboard to execute in the GIS.
