Job Description
The IT Portfolio Manager is a leadership role within CCL IT who ensures that all technical projects and programs within their portfolio are well managed and that the project goals are delivered via the established Software Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC). This role manages a team of 5 plus direct employees and/or contractor program/project managers and another 10 plus matrixed program/project managers across an annual portfolio of approximately $35 million. The Portfolio Manager is responsible for working with business and/or IT stakeholders to facilitate the identification, prioritization, authorization, and funding of project opportunities, to achieve specific strategic business objectives.
The Portfolio Manager is responsible for recruiting, training, mentoring, and developing the project management team towards excellence in delivery while adhering to the established PMLC, SDLC frameworks, and other project management methodologies best suited to the projects. (S)he ensures that the programs and/or projects meet or exceed expectations regarding scope, schedule, budget, and quality, by collaborating with the required IT/Business resources, including other Portfolio Managers and Financial Analysts/Liaisons.
This position manages relationships with multiple stakeholders. (S)he collaborates to mitigate risks, facilitate issue resolution, and provides program/project direction to all types of resources (i.e., IT leads, QA, Resource Managers). (S)he collects, measures, reports, and communicates portfolio progress to a variety of leaders and or groups throughout IT and the business.

Portfolio Management –
• Leads the annual project financial planning process for their assigned portfolio.
• Participates in the project planning and intake process.
• Collaborates with business and technical leaders to ensure projects align with business strategies and technology roadmaps.
• Collaborates in the development of portfolio roadmaps as needed.
• Ensures all projects/programs have clear business objectives, business sponsorship, and approved funding.
• Ensures the project budgets are reconciled and accurately forecasted monthly.
• Facilitates portfolio planning (project funding requirements, Capex/OpEx spend forecast, resource capacity planning, timeline, etc.), in support of annual and quarterly spend forecasts for capital and operational expenses.
• Reports on portfolio performance (scope, schedule, budget).
• Appropriately assigns project/ program managers based on skills, experience, and workload.
• Manages Employee/Contractor labor actuals and forecasts for direct reports. (S)he ensures direct reports post actuals based on assignments and approves direct report timesheets.
Staff Leadership
• Manages and provides guidance to project management resources (employees and contractors, direct reports, or dotted line/matrix.)
• Recruits, trains, and develops staff on project management skills.
• Ensures adherence to the PMLC, SDLC, and project management methodologies through education, communication, and established metrics.
• Ensures adherence to the financial guidelines, including but not limited to capitalization rules.
• Provides project, risk/issue, communication, financial, and analytical management best-practice guidelines.
• Conducts performance reviews and sets performance goals.
• Coordinates and schedules time off while ensuring project commitments are fulfilled.
IT Leadership
• Plays an active role in ensuring our proposed technology solutions align with our short-term and long-term technology goals via technology roadmaps for internally developed or vendor solutions.
• Leverages leadership skills to facilitate resolution of program/project issues around technology, scope, resources, financials, and priorities.
• Uses solid problem-solving skills and logical thinking to assist project teams in resolving project issues by identifying options and setting priorities throughout all phases of the SDLC (requirements definition/analysis, design, build, test, and deployment/implementation) and PMLC.
• Possess a solid understanding of the business objects and our technologies to identify issues and mitigate risks and escalate to senior leadership when issues and/or risks impact scope, schedule, or budget.
• Interfaces with all levels of the organization, business, and IT; to improve collaboration and delivery.
Process Improvement –
• S(he) will be an integral participant in the Project Management Center of Excellence to provide input and assistance in leading process improvement as it relates to the PMLC, SDLC, and project management methodologies (Waterfall, Agile, Lean Six Sigma, etc.).
• (S)he will be a key contributor in the development and implementation of tools (i.e., Project Portfolio Management solution, Dashboards, Key Performance Indicators) to report/communicate and manage Portfolio, Program/Project and Financials status.
• Works with other project portfolio leaders, project management, and technical and business leaders in defining and operationalizing processes, procedures, governance bodies, and centers of excellence to address organizational pain points.

• An undergraduate degree in Computer Science, Computer Engineering, or related field is required. An advanced degree is highly desirable, particularly an MBA.

Knowledge, Skills, Abilities
• Highly skilled in managing IT Portfolio of projects and providing leadership in a matrix environment
• Experience working in a PMO, specifically on all types of IT programs/projects, including application, infrastructure, compliance, and security
• Strong experience in technology planning, project planning and execution, change management, team leadership, vendor management as well as establishing and managing service measures to ensure organizational effectiveness.
• Experience leading large teams on multi-million dollar and high-risk programs
• Ability to communicate program / project status including issues and risks to IT and business leadership
• Excellent verbal and written communications in U.S. English and comfortable with executive presentations
• Ability to effectively manage a portfolio of projects (scope, schedule, budget)
• Experience with creative and innovative thinking to find solutions to complex technical and project problems that can balance short and long­ term objectives
• Experience holding teams accountable
• Experience managing vendors in the execution of their statement of work and holding them accountable.
• Experience managing a portfolio of capital budgets and providing program and project capital spend within an established cadence.
• Experience with MS Office Suite, Visio and an enterprise PPM tool such as Daptiv/Clarity
• Experience in application or database development, security, compliance (PCI, PI Data Privacy, SOX, etc), release management, infrastructure and/or quality engineering.
• Broad knowledge in a variety of technologies such as (security & compliance) 1) Windows, Unix, Linux, and mainframes 2) application development languages such as .net, C, SQL, JavaScript, Java 3) databases such as Oracle and SQL and tools such as OBIEE, Hyperion, Hadoop, Tableau 4) storage technologies such as Dell Compellent, EMC VNX/Unity/Vmax, 5) networking devices such as core switches, wireless controller, satellites and/or wireless networks such Cisco Access Points.
• Experience with a variety of technology solutions such as custom development, SaaS, COTS, cloud, digital, mobile, etc.
• Basic knowledge of data architecture such as data lake, MDM, BI, and analytics.
• Global perspective – accustomed to doing business around the world and comfortable working with professionals with diverse cultural backgrounds is a significant plus.
