Title: FERC Financial Reporting Consultant

Skillset / Experience:
Our Client is seeking an experienced FERC Financial Reporting Consultant to support the transition of its FERC regulatory reporting function from an external consulting firm to an internally managed process. This individual will work closely with the VP, Controller and the broader accounting organization to provide hands-on expertise in FERC Forms 2 and 2-A reporting, including the conversion of GAAP-based financial records into FERC-compliant books and regulatory financial statements. The organization currently has approximately seven natural gas pipelines with varying federal and state regulatory reporting requirements. The consultant will initially provide subject-matter expertise and execution support while helping establish the processes and knowledge necessary to bring this work in-house.
 
Key Responsibilities

• Prepare and/or support FERC Form 2 and Form 2-A financial and regulatory reporting for natural gas pipeline entities.
• Convert and reconcile GAAP-based books and financial information to FERC accounting and reporting requirements.
• Support regulatory reporting for approximately seven natural gas pipelines with varying federal and state filing requirements.
• Prepare supporting schedules, reconciliations, work papers, and documentation required for FERC filings.
• Ensure financial information is appropriately mapped and classified under the FERC Uniform System of Accounts (USofA).
• Review existing processes currently performed by the company's external consulting provider and assist with transitioning those responsibilities in-house.
• Establish repeatable processes, controls, documentation, and reporting procedures for future internal preparation of FERC filings.
• Partner with the VP, Controller and accounting team to identify and resolve GAAP-to-FERC accounting and reporting differences.
• Provide subject-matter expertise regarding FERC financial reporting requirements and related regulatory accounting matters.
• Assist with state-level regulatory reporting for pipeline entities where applicable.

 
Qualifications

• Demonstrated experience preparing or reviewing FERC Form 2 and/or Form 2-A filings.
• Strong knowledge of FERC accounting requirements and the Uniform System of Accounts.
• Hands-on experience converting or reconciling GAAP financial statements/books to FERC regulatory books.
• Experience within the natural gas pipeline, midstream, energy, or utility industry strongly preferred.
• Ability to independently manage regulatory reporting processes and work effectively with senior accounting leadership.
• Strong financial reporting, reconciliation, analytical, and documentation skills.
• Experience helping an organization transition regulatory reporting from an external provider to an internal process is highly desirable.

The ideal candidate is a hands-on FERC reporting professional who can immediately assist with Forms 2 and 2-A while also helping Our Client build the internal knowledge, processes, and controls needed to manage its regulatory reporting function internally over the longer term.
